Short Cut Bar

We are running Windows 2k sp3 and Office 2k with all the current patches and
updates. The user has the shortcut bar on the right side of her screen. It is
starts up when the machine is booted. About once a week upon start up she
gets a second short cut bar. It shows up in the middle of the screen. When
the second short cut tool bar shows up it is just the basic short cut toolbar
you get before you costimize it. I have to go over and click on the hid tool
bar to get it to go away. She doesn't want to have to manually start it every
morning. How do I prevent that second shortcut bar from starting up?

Stop using it and use Quick Launch instead?
