Shortcut bar cannot be started

I keep getting the error message "The office shortcut bar
cannot be started". I have tried the knowledge base
article "Microsoft Knowledge Base Article - 299805 " but
it did not resolve the problem. I have removed and re-
installed numerous times with no luck, any ideas or
suggestions will be greatly appreciated.
