Shortcut bar issues

I have a Office 2000 shortcut bar with issues. When I
click on any of the buttons it opens the window asking
what program I want to use to open it. Of course when I
choose a program it tells me it is not a valid file. I
have uninstalled and reinstalled Office, applied all the
updates, and cannot figure this one out. It is a Gateway
running WIN98. Any ideas?
