shortcut bar

I cannot get the shortcut bar to run period. I have tried
to reinstall it and "add the program" through the CD's
setup options, and I have tried to Add and remove
programs to add it. I am running Win XP home. If anyone
has a clue, please let me know!!!!!!!!!!!!
