Shortcut for FILE in public folder, rather then shortcut to folder

I know how to shortcut a public folder in outlook by adding it to my
public folder favorites and then by "sending a link to this folder"
from the public folder favorites folder.

But what if i want to send a link to an individual message in the
public folder favorites? We have some files stored in public folders
that I want to add links to in a folder in windows explorer. Can I
link directly to the file?
