Shortcut key assignment not working

I have a macro that has been assigned Alt+1 as a shortcut. This appears as
Alt+1 key assignment when looking at the Customize Keyboard listing the
macros, but the shortcut is not calling up the macro. All the other shortcut
keys I have assigned appear to work correctly except for this one, and I have
tried assigning a different shortcut to this macro, but nothing seems to call
up it up. It used to work, but now it doesn't. Other macros in the same
module that have been assigned shortcut keys work fine.

Any suggestions as to what is the problem?
