Shortcut keys don't work in Outlook 2007 email window

Hello, using Outlook 2007 SP1 on Windows XP (fully patched). For
whatever reason, the Ctrl+arrow or Ctrl+Home keys don't work reliably
when I am editing an email. Sometimes I have to punch the keys in 2-3
times before they respond.

This behavior occurs Plain Text, HTML and RichText formats. I've tried
removing the NormalEmail.dotm, but no success.

What am I missing?
