Shortcut/link to Access Macro

I would like to create a link on a web page pointing to a macro inside an
Access database without opening this database.
I know that it is possible to create shortcuts in Windows that point to a
macro, but I need a link on a web page and the database cannot be opened.
Can somebody help me or give me a tip at least?
