Should I make this website font smaller?

Hi guys,
Here is my website: www.sissal.govt.nz
username- mita
P/w - sissal
I have got 1280/1024 resolution and I have designed this website on this
system. It looks fine on my pc.
But when I view it on others' pc who have got '1024/ 768' resolution,
website looks a bit bigger, can I do something about it???

Many viewers may still use 800 x 600. That would mess up the experience.
This entry below would prevent a user from seeing the entire page: I use the
keyboard short cuts to change the text size for my preferences, but you
negate that. It make it difficult for sight impaired visitors.

It looks absolutely fine at 1024*768. In fact, it looks as if it were
designed for this resolution

Actually, it's better to use tables and cells set to a specific number of
pixels wide, such as 720, and place the content in the table to "lock" it
into place regardless of the resolution. Setting it to 100% will cause it
to stretch out at higher resolutions and it won't look the same on all.
