Should I use fixed duration in admin projects? max # of resources

I want to know what the best duration for admin projects is and what the
maximum number of resources are that you can assign to an admin project?
I've had one of my admin projects update actuals for some of the resources
on it's own. Weird allocations posted so I could recognize it quickly, but
this shouldn't be happening. Has anyone else seen anything like this happen?

I have seen as many as 50 resources successfully assigned to a single
Administrative task. Beyond that, things can get shaky.

Are you assigning work or percentage of units to admin tasks? This will
cause this type of behavior. Admin plans are designed to never have planned
work values other than planned work that gets booked through update your
manager of non-working time.
