Should outlook 2003 work with Exchange 4.0 running on NT 4?

A client has Exchange 4.0 on NT 4.0 for the server and all the desktops
have xp pro and outlook 2000 and they are using exchange's shared
folders...

One person tried to upgrate to Office 2K3 and said he couldn't see the
public folders in exchange with Outlook 2003?

Is there a compatibility issue with that combination of server and
client?
