Show All Options in Menus

Is there an option to check/uncheck that will force to show all menu options
in the toolbar (File, Edit, View, Insert, etc.).

Rather than clicking on the down-pointing double errors to show all options,
I would like to see all options all the time (instead of only those not
being idle).

View > Toolbars > Customize > Options Tab
Put check on "Always show full menus"
