Show Built-in Toolbars for selected people

I have a Access 2002 database with several levels of security access.
I want to hide all the built-in toolbars and menus for everyone but
those that have "Admin" access.

I thought it would be easier to just turn all that off in the Startup
options, then turn one what I needed (which is really just the Query
Design) for the admin users (these are not owners or developers of the
database, just admins of the data).

But after butting my head against the wall for a couple of days now
I'm just about decided it would be better to turn off all tool bars
and menus in the switchboard load code, manually, then turn the Query
Design back on for admin users when they show the database window
(which is something else I hide and only allow admins to show through
a button off the admin switchboard).

Does anyone have an easy way to handle this, or should I just bite the
bullet and write the off and on code?
