Show Layout Tool for layout tables does not work.

When I draw a layout table the Show Layout Tool does not work. If I go to
the drop down menu and select layout table and cells the task pane shows up
on the right, but I cannot make any selections. I have checked table
properties and Enable layout tools is selected. Can anyone help?

Turning off Reveal Tags doesn't work for me, the Table properties are still
dim (can't be used). Any other ideas? Thanks!
