"Show Mini Toolbar on Selection" doesn't work - OL 2007

Checking this option in the Editor should give me a mini toolbar with text
formatting options whenever I select/highlight text - but it doesn't. I
tried checking it and unchecking it several times, still nothing.

It works fine in Word, but not in OL.

Any suggestions?

I retract the question - it IS working...I was making the mistake of trying
to see if it worked when reading an email.

Then it dawned on me, I probably need to be composing/replying to an email
for it work.
