Show Other Contacts

We are upgrading to OL2003. After it was installed on my machine, contacts other than my own (shared contact folders) show up under a category "Show Other Contacts" when I am in Contacts. When 03 was installed for our second user, Show Other Contacts did not show up; she must open folders/public folders/folder name in order to view them. How do I get "Show Other Contacts" to appear?
