show outlook toolbars on one row

How do I show outlook toolbars on ONE row (which is the way I had them set)?
Updates from Microsoft changed my settings now the checkbox is "greyed" out!

No update will change your settings. Also, that option has always been
grayed out if you are talking about the toolbars of the main Outlook window
since it doesn't have a Formatting toolbar to begin with.
You can enable/disable toolbars via View-> Toolbars
You can rearrange toolbars the way you want by clicking and holding your
mouse on the left edge of the toolbar and move your mouse around to the
location of your choice.

Until yesterday, in my "new message" window, the toolbars were on one row and
the "show toolbars on two rows" option was NOT selected in "View";
"Customize". Now that option IS selected. I did not select it. Manually
moving the toolbar only works in the current new message window. It does not
affect subsequent new messages windows.
