I can get you halfway there:
1. You can create hyperlinks that work when you merely hover the mouse over
an object (no click necessary). Hovering the mouse would automatically take
you to the designated slide. However, this does not address your slide
number constraint, because the hyperlink implies that you are creating an
additional slide for that content.
2. You can create an animation trigger, whereby clicking one object causes a
second object to appear. So you could click a photo and automatically have
relevant text appear about that photo. This keeps your slide count down
because it all takes place on the same slide. However, this will not work on
a hover; you must click the photo to trigger the appearance of the text.
I would vote for the second approach as it addresses what seems to be your
more significant constraint. You can learn about animation triggers by
creating a couple of objects on a slide, animating one of them, and then
right-clicking on the entry in the Animation task pane, and choosing Timing.
