Show This Address List First

Outlook 2000 / Exchange 2007

I post this message in an Exchange forum and was told to ask in here.

How do I change the "Show this address list first" which is located in
Services / Addressing globally for all of the PC on our network?

I'm attempting to change it from the current setting of "Global Address
List" without having to visit all of the workstations. I downloaded the
Outlook 2000 Group Policy Template but I wasn't able to find how to set it
through it.
