Showing alt text when mousing over an image

I have a map on my website with losts of dots on it, and each dot is a
hotspot. I use alt text so that when the user mouses over each dot, they
will see a small box with the name of the dot. However, it doesn't show up
in Firefox or safari, and now that I updated to IE 8 I noticed that the alt
test doesn't show up in IE 8 either (although it does in earlier versions of
IE).

Is there something I can do so that my alt text will show up in browsers?
If not, is there an add-in or something I can use to add properties to my
hotspot links so that the name will show up? I;m not adverse to creating an
actual pop-up, I just don't know how.
