shut off pop up blocker

Hi All,
I am currently running Windows XP with Internet Explorer 6.0 and Outlook
2003. When I go to Vanguard webpage and try to open my investment page I
keep getting a block (a box with a red X through it) flash and stops f\me
from accessing the web page. I have gone to "tools" and turned of the pop up
blocker but it has not solved my problem. any other ideas as to what I need
to do? Thank you for your help.
