Shutting down any Office X program

I was having this problem with OS 10.2.6 and still have it with Panther.

Every time I "Quit" an office program it closes the window but still runs in
my Dock. If I want to restart the program for a given reason, it will not
start until I Force Quit the program. Sometimes it does shut down or quit by
itself but only after several minutes.

Anyone know how to fix this annoying little problem?
