Shutting Down I get this message

When shutting down or restarting I get this mesage that this program is not responding "CiceroUIWnd". I am using XP.

Um: Recommend you use a different nick, and/or change your
sig until you solve this ;-)

That's not, far as I can ascertain, anything to do with XP
or any other windows version. It's possible that it's
either something from a non-XP app having troubles, or a
virus/worm/trojan etc..
Doing a Search for the file on your hard drive might tell
you what app uses it; find it, then look over the folder
contents where it lives, and the containing folder if you
need to. If it's an app you can ID, then do a Repair,
reinstall, or delete and reinstall (if you need that app) to
try fixing it.
If you can 't find it, then (and this should have been
done already) use AV and spyware tools to look for and
remove it. If you need help with those, come on back and
ask because I'm voting for the damaged app.
