I think you can ignore that, as it should go away when you start to
type/write.

Otherwise, try this: minimize then restore the OneNote window. Does the
"(Read Only)" notation disappear from the Title Bar?

Kind of unlikely, but you should also check the NTFS permissions on the
"My Notebook" folder to ensure that you have correct permissions.
