signature doesn't display when I right click a file, 'send to'

The signature doesn't display when I right click a file and select 'send to'
'mail receipient'. If I start an email from within outlook the signature
works fine. Outlook version is 2003.

Use Insert, Signature command on the menu in those messages.

I would prefer to not depend on my memory to remember the extra steps due to
HIPPA requirements. Can this be done automatically like when initiating from
withing outlook?

Alas, the right-click>Send to process accesses Outlook in such a way that
the automatic signature feature is unavailable.
