Signature fails to insert automatically

I'm using Outlook 2003 with Word as my editor

I have set up for a signature to be automatically inserted in each new
message as well as replies and forwarded e-mails (Tools - Options - Mail
Format) and have booted my computer several times. Still, the signature does
not insert.

Any suggestions? Thanks.

Click on the new message Icon, in the new message window, click tools and
options, on the general tab click the email options button, then create your
signature there and click OK. That should do it for you.
