signature - part missing in 2003

We hav a standard company signature we use. It has 2x pics included in the
signature. 1x pic is our logo, the other is a "mission statement" which
overlays a blue bar line across the bottom of the signature.

In Outlook 2003 the logo and "mission statement" is missing. In OL2007
everything appears fine.
When an email with this signature is recieved in OL2003 it display 100%.
Only when used as a signature in OL2003 does the "pics" go missing.

Any ideas what is wrong here?
