Signature w/picture blocked - current settings prohibit activex

In Outlook 2003 when I try to use a signature containing a picture I get an
error "Current security settings prohibit running ActiveX control on this
page." The picture does not display. I am in HTML format & I have lowered
Security settings to enable ActiveX with no change in results.
