Signatures not on replies or forwards

A user has a problem in that his signature does not get attached when
replying to or forwarding emails. The option is ticked under the settings
tab, he has selected the correct signature but still no luck. He is using
Outlook 2003 SP3 and I cannot find what is causing this, any ideas?
