Simple Macro

Dear member,
I have data in excel file...as follow:
Column A is empty now...
0-182-005400000 (located at B1) - Part Number which has two ATA#
25 31 11 8E (located at B2) - ATA#
25 31 11 51A (located at B3) - ATA#

0-76B660 (located at B4) - Part Number which has one ATA#
38323115 (located at b5) - ATA

My purpose is to move cell "B1" to occupy at A2 and A3.
and move "B4" to "A5"

and my data is vary for PN which has 3/4/5/6 ATA#
So i would like to make Macro by VBA...to move and copy automatically the
Part Number based on how many ATA# that Part Number has...

I have a long list such data, to use Cut, copy and paste, would be much
terrible..

Need your help.

Is there a guaranteed safe way to distinguish between part number and
ata number? For example, will a part number always have a hyphen and a
ATA# will never have one? Or something else, maybe?

Actually the excel file imported from the pdf files, but the first
differentiation between PN (mostly has - and some no -) while ATA Chapter
mostly has "Space" value.
But in PN is definitely dont have "space"
