I am planning on developing an database application for my firm but
cannot settle down on the right product or better office suite it seems.

What is the difference between the Office XP SBE (system builder
edition) and the Office XP developer edition (apart from the price
difference ($250 vs. $1000 vs). Which is the right one if I want to
develop an ACCESS-based database to run on maybe 25 PC in our firm.

Does the Developer edition free me from buying 25 Office licenses as I
can install runtime-modules?

Can someone explain this?
