I want to develop a simple web side to encourage readers
to ask questions about a certain type of social service.
Depending on the traffic that it generates, I'll probably
want to set up a more complex site. How can I get
started? Thanks.

Since you are in the Publisher forum, it's expected you'll be using
Publisher 2003. One of it's web site wizards will get you going.
