Simplify Manage Forms menu access

Tools -> Options -> Other -> Advanced Options -> Custom Forms -> Manage Forms?

Seems overly complicated.

Wouldn't it be better to simply have a "Manage Forms..." item on the Tools
-> Forms menu?

too many options on the menus makes it confusing for many users, so they
hide the less used features. the next version of outlook should have a
ribbon on the main interface. if so, this option may be more accessible.

you can also get to the menu by right clicking on the folder, choosing
properties, then Forms tab.
