Singatures and Statinery in Outlook 2003

I created a new HTML stationery file (that will ultimately be used by a
number of my colleagues). It has a static JPEG banner image and a line of
text with a couple of URL hyperlinks. I also have a signature. On my own
computer, it works fine. When I fire up a new email message, the banner
appears above the signature. But when I transfer the requisite signature
files to another user's computer, the order switches, with the signature
appearing above the banner. I can't find rhyme nor reason for this. What am I
missing? Any ideas anyone? Suggestions will be deeply appreciated.
