Single Quotes not working

I'm working on a tablet PC which runs Windows XP Tablet PC and recently my
Microsoft Word 2002 program has refused to recognise the ' (apostrophe)
stroke as a beginning single quote. I've reset the symbol for beginning
single quote stroke as ctrl+'(apostrophe) but frankly, I'm getting sick of
adding an extra stroke every time I need to use it (I'm an academic and I
need it a lot).
I also tried switching from English (US) keyboard to the English (UK)
keyboard in the hopes that that would solve the problem since the British
quote system relies much more heavily on the single quote, but NOW I have the
added problem that when the UK Keyboard is on Microsoft Word won't even
recognize the apostrophe key stroke--it treats it like a dead key. I've tried
setting it as a symbol, I've tried making it an auto correct option, but it
just isn't working. So generally, any ideas about how I FORMAT the
keyboard/keystokes on my computer? and more specifically
1) How do I get Microsoft Word 2002 to start recognising the beginning
single quote again, and
2) How do I get the UK Keyboard to recognize the apostrophe key?

I'm a little confused as to your exact problem. The ' key is just a single
stroke: why have you tried to change it to Ctrl+'? What actually happens
when you just press the ' key? If it does nothing, then I suggest that your
keyboard may be knackered. Have you tested the ' key in other applications
at all?

On the English(UK) keyboard, the apostrophe key is the key immediately to
the right of the colon, semi-colon key shared with the (upper) @ sign.

If the apostrophe key is acting as a dead key, it probably means that an
international keyboard layout is enabled. It needs to be reset to US or UK
as appropriate.

That is the most like scenario as both the UK and US keyboards have the
apostrophe on the same key.
