I have new install projectserver 2003(sp1) with WSS+sp1.When I logon
projectserver2003 with PWA.I have a problem.
Under (Managing Windows SharePoint Services)----(Site Provisioning
Settings),I found the column of site template is blank.I guess it should be
"project workspace".I am not sure if this reason make me cant establish a
website automatic.

I had the same problem you did and had to browse to the website and select
a Project Server workspace creation template. The blank pages went away
then.

I browsed to this URL and had to select a Project Server workspace template.

Your path will certainly be different and you should confirm this by
reviewing the settings found within

PWA -- Admin -- Manage Windows SharePoint Services -->

The URL/hyperlink for the public documents website is about the middle of
the page. If this doesn't work then edit the hyperlink in the browser
address bar to access the previous/higher level.

Jason:

Are you able to logon to Windows SharePoint Services Central administration
on your server? You should be able to initiate the site template from there.
Did you run the WSSWIZ.exe file after installing, or peform this function
from the Project Server installation splash screen?

I have the same problem and ran WSSWIZ.exe (twice). I am still experiencing
my original error: I receive an error when I click on 'Save Changes' on the
'Connect to Share Point Server' page. Specifically:

Error message
==========
There are no site templates installed on the specified server running
Windows Sharepoint Services. Verify that the Web server is properly extended
with Windows SharePoint services
