Size limit for File Attachment Control?

IP2007.

whenever user attach file larger than 4MB, they are not able to submit the
form to sharepoint library. They are able to attach the file in the control
but form didnt get submit with error

"There has been an error while processing the form. Click Continue to resume
filling out the form. You may want to check your form data for errors. Click
Start Over to load a new copy of the form."
