Size of front end without data

I have a front end without any data (all tables are
linked) but still it grows in size and can be compacted to
a smaller size.

Why is that?

That is how it works. The data is not what takes up all the ineffiecient
room. It is building and changing objects (forms, reports, etc.) When you
compact it, it will clean up everything. (Almost like "compiling" it and
putting everything in a nice clean order). One of the MVPs might be able to
post a more technical answer.

If you don't make any changes to your object designs, you should not see the
file change in size.
