Size & position of target page

[Latitude]

When a link is created to a web page and the target setting is "_blank", how
do you set the size and location of the new target page? My preference would
be to set up these parameters within FrontPage 2002. But if some Java code
is necessary, we'd need to know exactgly where to place it in the htm.

You can't do this with a plain link and target window. You need to use the
JavaScript window.open() method. See:
