Size & Position precision

I’ve just opened an old drawing to find that all dimension units are spelt out in full e. g. “millimetres “ rather than “mm” but worse, in the Size & Position window they are only to the nearest mm. If I enter 3.5 it will display “4millimeters”.
Why is this and can I fix it?
