slow send/receive after standby

Does anyone else have this problem or know how to fix it?

When I come out of Standby Mode in XP, Outlook 2007 tries to Send/Receive.
However it takes about 3-5minutes even if nothing is sent or received. I am
using pop3 with verizon broadband. After that, anytime I Send/Receive, it
only takes 1-2 seconds, until my computer goes into standby again. Then the
problem starts over.
