Is small caps available as a font design option in PowerPoint 2K3?
Doesn't look like it...

No. Small caps were added with PPT 2007.

But Steve and Brian added a small caps tool to the free Starter Set add-in.
You can get it at http://www.pptools.com Did I mention it's free? ;-)
