You did not provide enough information to help you out well.
Is it only small messages getting hungup or all messages?
How many email accounts are you using and is the issue the same with all the
accounts?
Are you running virus protection that checks your incomming and outgoing mail?
If you only have 1 account and it happens to all mails you send I would
check to see if your virus protection is causing it. Simply disable you virus
protection for a minute or two and try sending a mail. If the mail goes thru
then its your virus protection causing it.
If you have multiple accounts it could be one of them is setup incorrectly.
You also may have rules setup in outlook which could be affecting it.
You can try another Email program such as thunderbird to see if it is just
an outlook issue.
