smart quotes do not turn off

Pat M - City of Reno

I turned off 'smart quotes' in Word 2003, closed Word reopened and smart
quotes are still appearing. How do you turn them off?

never mind, we found the Auto Format as you type for smart quotes and turned
it off there as well
