Smart Quotes Not Working

Every time I try to make a quote sign it reverts to this: ». I've got
smart quotes turned on and smart quotes do work on the second half of
the document, but not the first. The document is all one section so
it's puzzling. Hope there's an easy answer to this.

Check the Language you have specified for the text. Those are French
quotes.
