sms deploy visio viewer

Has anyone successfully deployed visio viewer 2002 via sms? Installs ok
however visio file only opens once and then fails with a file association
error on subsequent executions. Tried adding ASSOCIATE=1 to the cmd line.
Tried using vis2002.sms to make a package.
