SMTP authentication problem

Two days ago my Outlook 2007 stopped sending mail on 3 of my email accounts.
I have 7 in total and the others work fine. I can also receive mail no
problem. I've been searching for an answer on various forums, but no luck.
Before the problem, everything was working fine. I made no hardware or
software changes, except that I moved from a wireless network to a hardwired
LAN. I think the problem is in the SSL encryption, as the 3 problem accounts
require SMTP authentication, and 2 of the 3 require an encrypted (SSL)
connection on the default port 25 (SMTP) and 110 (POP3). System info: Intel
Pentium 4 3.2G, 2G RAM, Windows XP Pro SP2 with all updates installed, Office
2007 Pro with all updates installed. 2 of the 3 email accounts are hosted
with a UK ISP, and the other is hosted with a German ISP. Both ISP plead
innocent. The net connection is provided by a 3rd ISP, and they have also
checked it out and said everything is fine on their side. I have done all the
usual: deleted and recreated the accounts, restarted the PC, removed
authentication, changed encryption method to auto and TLS and any combination
of the above. I run Tren Micro PC Cillin 2007, and Outlook is on the allowed
program list, and port 25 is enabled to send data on. Nevertheless I have
completed turned off the anti virus, with the same result. I get one of two
error messages: either 0x8004210B (server time-out). I increase the server
timeout to the max allowed (10 minutes) but this does not help. The other
error message I get (depending on how I fiddled with the account set-up) is
0x800CCC1A (which usually means the server does not requre SSL but it has
been enabled) but as mentioned, I had tried it both ways, and the ISP tells
me that it DOES require SSL in any event. On very rate occasions (I'd say
once in every 100 attempts) I managed to send out an email so it DOES work,
but this is only very seldom, and obviously not helping much. It seems as
though the SMTP is experiencing some sort of block or interference, and it
simply cannot get the data sent through. ANY advice or help would be greatly
appreciated!

Hi Brian

I have done as suggested. I have run tests under several different
scenarios, and while the logs do not give me anything concrete to work on, it
does show some interesting things. The logs that are appropriate have been
cut and paste into a notepad file. How can I get this to you for review?
Please advise.

Regards

Jake

While I can't promise immediate turn-around, you can mail them to me and
I'll take a look when I get the chance. The address I use in this group is
replyable.

having a similar or the same problem with emails for @worldnet.att.net

also now adding- the verizon.net account is now doing similar not receiving
errors?
I may well be imagining it, but tried and office 2007 'repair' through
add/remove programs and then verizon.net account started working again
(although still not the att.net accounts). Then verizon stopped again
(perhaps after trying to use the att.net accounts and getting the error
again)? att and verizon tech had no thoughts

error reads
Task [email protected] - Receiving' reported error (0x80042108) : 'Outlook
cannot connect to your incoming (POP3) e-mail server. If you continue to
receive this message, contact your server administrator or Internet service
provider (ISP).'

I now seem convinced that the verizon.net account gets screwed up when the
other att.net accounts fail from another user on the XP computer. a reboot
of the computer gets the verizon account working again but as soon as the
other user's account with the att.net accounts is tried in OUtlook, the 2nd
user verizon.net account is hanging again. so 'repair of office' was not the
help it was just the reboot itself as far as the verizon.net account.

Contact Worldnet support. You do pay them, after all.

FYI - I did talk to worldnet, but 'not their issue'

I think I found a solution today. In the Norton Internet security settings
it was checking the ports for POP 995 and 465 as well and started working
once those were removed. However also had changed some other things along
the way, so will try to repost if I get anything more
