SMTP Notification Not Working

Hello everyone and thank you for reading this post.

The issue I am facing is that the SMTP notification is not working on
the Project Server Installation I am working on.

Here is the error from the Appliction Logs
Error Source PjMsgHld
Error Number: 080072f06
CData Asset Detected...

Here are the trouble shooting steps I have taken:

Ensure SMTP Server is configured to receive messages from Project
Server. SMTP server in installed on the same server that Project
Server in installed on. There is a seperate DB server in the same
domain.

I have tried to telnet the SMTP server port 25 and it indicated a ready
status. (telneted from the same server)

In PWA - for the SMTP Mail Server, I have the fully qualified domain
name.

I have verified that all Project Server Services are running (except PS
Connector)

I am stumped... Any thoughts on what the cause may be?
