Software verification

Purchase Office -Professional edition 2003 from online store, recevied with a
label "This OEM software may not be delivered unless accompanied by the
required hardware under the Microsoft OEM System Builder License..." I did
not purchase any hardware only the software. Is this software properly
licensed and sold so that i can use without any issues?

2003 is only available as old stock, if a new/sealed pkg
The wording of an OEM licence has different meanings / interpretation,
depending on your location.
Generally OEM software is licenced to the first PC its installed on, when
that PC dies so does the licence. Its not tramsferable, nor can it usually
be installed on a second PC, for your own use, as can usually retail
versions
