I am receiving this msg: "Windows cannot access the
specified device, path, or file. You may not have the
appropriate permissions to access the item." when I try to
open Quicken. I've been doing it for years w/no
problems. I can open Quicken in Safe Mode with no
problem. How do I fix this problem?

Kathy you are in the wrong newsgroup for Quicken questions we support MS
Access, the database program.

However, having said this it seems something has changed on your computer.
Have you or someone else deleted any files from your computer recently? Have
you updated from one Operating System to a new one? Such as 98 to XP Pro or
Windows 2000 Pro? These OS's may have set permissions against the Quicken
files, which are preventing you from opening the program.
